There are a number of terms used to describe the number of students in the district and each one has their own specific use.
Student Enrollment
This
number is collected from the local Student Information System which has
changed over the years, currently we are using Infinite Campus. This
number represents a headcount as of a specific date without regard to
the level of enrollment or FTE (full time vs part time). Unless
otherwise noted the date is assumed to be the final day of the school
year. This number is used to enforce staffing pattern levels among the
schools in the district.
(PreK included but Global Academy,
Distance Learning, Anciliary, Kindergarten Camp and Kindergarten Prep,
Toybox and EVIT are not included)
Average Daily Membership (ADM)
An
average daily membership represents the average of a student's
enrollment multiplied by the student FTE over the first 100 days of
school. This term is better understood by the use of examples.
-
If a student is enrolled full time starting from the first day of
school through the 100th day of the year, the ADM for that student is
1.00
- If a student is enrolled half time starting from the first day of school through the 100th day of the year the ADM is 0.50
- If
a student is enrolled half time starting from the first day of school
and withdraws on the 50th day of the year the ADM is 0.25
- If
a student is enrolled full time starting from the 101st day of the
school through the end of the school year, the ADM is 0.00.
An
ADM is intended to represent the financial obligation a school is
expected to make for a student throughout the year. Therefore this
measure is a basis for determining district funding at the student
level. The Unweighted Resident ADM, taken from the Arizona Department
of Education (ADE) ADMS46-1 report, approximates fundable enrollment.
However, anyone using these numbers should note that Kindergarten ADM
must be doubled to approximate actual enrollment.
Weighted ADM
Depending
on other factors such as grade level, disability, or other special
needs, another multiplier may be applied to the ADM to produce a
weighted ADM (located on page 4 of the ADE APOR55-1 the subsequent
year). This is done to compensate for factors that may represent a
greater financial obligation to the district for educating a student.
Some disability factors result in an ADM 4 or 5 times the amount of a
non-disabled student. This is the number that is used as a base
multiplier for determining the funding that the district will receive
for the following fiscal year.
