Governing Board Brief - November 20, 2018

The Governing Board met for their regular monthly business meeting on November 20, 2018. The meeting began with Executive Session at 5:30pm. The business meeting was then called to order at 6:30pm.


The meeting began with Superintendent’s Recognition Awards including:
Emily Allen Gilbert Public Schools

  • Emily Allen, 3rd grade Islands Elementary, who received Honorable Mention for AZ Elementary Science Teacher of the Year

Desert Ridge High Swim and Dive team with Coach Brock

  • The Desert Ridge High Swim and Dive team with Coach Brock, who were recognized for their achievements at State Championships, including Essias Smith who achieved State Champion in the 100 Fly


Gilbert Public Schools Fiesta Bowl Wishes for Teachers grant winners 2018

  • The following Fiesta Bowl Wishes for Teachers grant winners were also recognized: Jan Lucas, Kristen Acton, Lisa Loschetter-Geusic, Karen Hadland, Cindy Nelson, Dana Leonardo, Maria Williams, Rebecca Han, Kelli Fairchild, Kate Zentgraf, and Lynn Preble


The Superintendent's Report followed. Highlights included:

  • Thank you to all our schools for taking part in Gilbert Days Parade last weekend. Thanks to Director of Marketing and Communications Ms. Dawn Antestenis, the Communications team, OTM team members and all who helped create the district float and organize our schools taking part.

  • Congratulations to Gilbert Classical Academy on achieving the National Blue Ribbon Award, it was an honor to attend the flag raising ceremony which took place at GCA.

  • Happy Thanksgiving to all staff, students and families of GPS.


Requests to speak to the Governing Board followed.


Assistant Superintendent, Ms. Bonnie Betz presented the Monthly Budget Report and answered questions from the Board. The Board thanked Ms. Betz and her team for their thorough approach to this report.

Superintendent, Mr. Shane McCord notified the Governing Board of Proposed 2019-2020 Boundary Changes.  Mr. McCord highlighted upcoming community meetings which will be held in early December, and directed community members to www.gilbertschools.net/boundaries for more detailed information.


The Consent Agenda was approved with a 5-0 vote, with the exception of 8.02 Approval of Minutes for Regular Board Meeting on October 30, and Brief Board Business Meeting on November 7, 2018.


The following Consent Agenda items were approved with a 5-0 vote:


  • 8.03 Certified Personnel
  • 
8.04 Support Staff Personnel
  • 8.05 Substitute Personnel
  • 
8.06 Approval of Intergovernmental Agreement with Arizona State University
  • 
8.07 Approval of 2018-2019 Parent Support Organizations
  • 
8.08 Approval of Overnight and/or Out-of-State Travel

  • 8.09 Approval of Out of State Travel for Staff
  • 
8.10 Ratification of Prior Month Financial Vouchers

The Action Items Agenda followed.


The following Action Items was approved with a 5-0 vote:

9.01 Approval of Superintendent Evaluation Instrument and Performance Pay Measures and Weights
 The Governing Board discussed

9.02 Discussion and Action on accepting Option A (1-2-1) or Option B (2-2-2) for the 2020-2021 and 2021-2022 School Year Calendar. Mr. McCord was available to answer questions from members of the Board. It was noted that the survey was sent out in response to requests from the community and results show that members of the community are invested in both options.

The Board moved to approve Option A (1-2-1) for the 2020-2021 and 2021-2022 School Year Calendar. Further discussion followed. It was noted that the difference between staff and parent results makes it a more challenging decision and that both options are viable. It was suggested that the Board will return to this in the future. Option A (1-2-1) for the 2020-2021 and 2021-2022 School Year Calendar was approved with a 5-0 vote.


The following items were approved with a 5-0 vote:


9.03 Approval of the adoption of FY 2018 Corrected Budget Revision #2 under ARS 15-915 Prior Year Budget Correction Request

9.04 Approval of Results Based Funding Distribution
 Executive Director of Teaching and Learning, Ms. Barbara Newman was available to answer questions from the Board regarding item 9.05 Approval of the 2019-2020 Course Description Books for the High Schools, Junior Highs, Gilbert Classical Academy and Global Academy. Following discussion an amendment allowing 9th graders to take World Studies was not approved with a 2-3 vote. The item 9.05 Approval of the 2019-2020 Course Description Books for the High Schools, Junior Highs, Gilbert Classical Academy and Global Academy was approved with a 5-0 vote.


The following items were approved with a 5-0 vote:


9.06 Approval of English Language Arts (ELA) Textbook Adoption recommendation for grades K-6.


9.07 Determine the process for appointment of GPS Board Audit Committee members


9.08 Policy Development: First Read of Policy A - District Mission Statement


9.09 Policy Development: First Read of Policy BA - Governing Board Operational Goals
