What is a bond?
Once authority is provided to a school district to sell bonds (Like GPS requesting the authority to sell $100 M of bonds), a school district may go to the tax-exempt securities market and sell the bonds or, in some cases, the school district may choose to sell bonds directly to the Maricopa CountyTreasurer. The decision regarding which vehicle to use is dependent upon the prevailing market interest rates and the credit rating of the district. When a district goes to market, they are looking to sell the bonds with the lowest Total Interest Cost to ensure that the payback of principal and interest is the lowest possible decreasing the cost to the local taxpayer.

What has the district done with the last override and bond funds?

Specific projects referenced in the report include:
- Maintaining class sizes
- Elementary and Secondary computer refreshes
- Phase one of phone refresh
- Network infrastructure: cabling
- 30 facilities addressed with upgrades and/or renovations including bathrooms, flooring, parking lot surfaces, and athletic surfaces.
- Mechanical energy savings and upgrades
- Gymnasium and multi-purpose room lighting project

If the bond is approved, how will it affect taxes?
The long term strategy for meeting Gilbert Public Schools ongoing facility and equipment capital
reinvestment includes the concept of filling in debt
service as existing debt service is paid off.The result is a sustainable model providing resources when they are needed without increasing the taxpayer cost.

What is the credit rating for Gilbert Public Schools?
During the last Bond sale in May of 2019, GPS was awarded a Credit Rating increase from Moody's AA3 up to an AA2. In addition, Gilbert also has a credit rating of AA with a stable outlook from S&P.

Can a Gilbert or Mesa citizen purchase bonds from the district?
Yes, this purchase is possible through the District Business Office. Business personnel will make the request to the Financial Advisor and Underwriters to get the contact of the person that can facilitate that purchase on your behalf. Please contact the Business Office at 480-497-3444.
