Governing Board Brief & Superintendent's Recognitions - March 26, 2019
The Governing Board met for their regular Board Business Meeting on Tuesday, March 26, 2019.
The meeting began at 4:30pm with a call for Executive Session with designated representatives of the District to consider its position and instruct its representatives regarding negotiations with employee organizations regarding salaries, salary schedules or compensation paid in the form of fringe benefits to District employees.
This was followed by another call for Executive Session for discussion of Evaluation and Renewal of Contract for the following: Assistant Superintendents, Executive Directors, Directors and High School Principals, Junior High Principals and Elementary Principals.
The Board Business Meeting was then called to order at 6:30pm.
Superintendent Mr. Shane McCord recognized the following students and staff as part of this month’s ‘Superintendent Recognitions’:
Tiffany White, Mesquite High - 2019 Katherine Lindam Lane Arizona Dance Director of the Year
Campo Verde Boys Soccer team - 2019 5A State Runner-Up

Campo Verde Boys and Girls Coach, CV Boys Drew Guarneri NFHS West Region Boys Coach of the Year 2017-2018
Trevor Kauer, Campo Verde - D2 Heavyweight Wrestling State Champ & Wrestling Coach Chris Bishop, Campo Verde - San Tan Region Coach of the Year
Desert Ridge - Grace Wietschak, Girls 101 lb. Runner-Up Wrestling
Leo Daschbach, Highland High - Gatorade Athlete of the Year for Cross Country in AZ
Campo Verde senior student athletic trainer Kayla McCabe for being selected as one of 3 recipients of the Lanny Williams scholarship.
The Superintendent’s report followed. The report highlighted the following:
Thank you to all involved in the 4th Grade annual water festival that took place this month and was, in fact, the biggest water festival in the state of Arizona this year with 20 of our elementary schools taking part. Many thanks to the Town of Gilbert and the University of Arizona, and to Ms. Mick Filloon our district Science Coordinator.
ACT testing was successfully offered to all GPS high school juniors for the second year.
Thank you to all community and staff members who have provided feedback on the proposed school bell schedule changes. There will be a Governing Board Work Study held on Tuesday, April 2 at 6:30 pm to discuss, followed by a Regular Governing Board Meeting on Tuesday, April 9 at 6:30 pm to potentially vote on one of the options.
This was followed by requests to speak to the Board.
The FY 2018 Audit Results and Comprehensive Annual Financial Report Highlights and Monthly Budget Report followed, presented by Assistant Superintendent of Business Services, Ms. Bonnie Betz. Ms. Jackie Mattinen, Director of Finance was also available for questions.
The Consent Agenda was approved with a 5-0 vote.
The following Consent Agenda items were approved with 5-0 votes:
8.02 Approval of Minutes for Regular Board Meeting on February 26, 2019 and Brief Board Business Meeting on March 5, 2019
8.03 Certified Personnel
8.04 Support Staff Personnel
8.05 Substitute Personnel
8.06 Approval of Overnight and/or Out-of-State Travel
8.07 Approval of Out of State Travel for Staff
8.08 Acceptance of Donations
8.09 Ratification of Prior Month Financial Vouchers
The following Action Agenda item followed and was approved with a 5-0 vote:
9.01 Approval of Possible Salary Increase for the 2019-2020 school year. A 4.5% increase for all staff defined as teachers by Gilbert Public Schools and a 3% increase for all other employees was recommended. Assistant Superintendent, Ms. Bonnie Betz presented the reasoning behind this recommendation, including an analysis of the funding anticipated from the Governor’s office.

9.03 Renewal of 2019-2020 Administrators, Psychologists, Professional Staff and Support Staff Contracts
9.04 Renewal of 2019-2020 Administrator Contracts
9.05 Approval of 2019 - 2020 Memorandum of Understanding
Action Agenda item 9.06 Approval of Employee Benefits Trust Medical Insurance Rates Recommendation for 2019-2020 School Year, followed. Assistant Superintendent, Ms. Bonnie Betz and Mr. Aaron Polkoski, Segal Consulting provided an overview of the changes and answered questions.
9.07 Policy Development: First Read of Policy BCB - Board Member Conflict of Interest
9.08 Policy Development: First Read of Policy BE: School Board Meetings
9.09 Policy Development: First Read of Policy EDB - Maintenance and Control of Materials and Equipment
9.10 Policy Development: First Read of Policy JKD - Student Suspension
9.11 Policy Development: Second Read and Adoption of Policy GCO - Evaluation of Professional Staff Members
